Concerns in France as Netflix Takes Over Warner Bros., Exhibitors Prepare for Impact on Theatrical Model

Netflixs recent $83 billion acquisition of Warner Bros. has sparked serious concern among French movie theater operators, who rely heavily on Warner Bros., Disney, and Universal for blockbuster releases. France represents both one of Netflixs strongest international markets and one of the most challenging due to strict local regulations on streaming services.
French laws require streaming platforms to wait 15 months after a films theatrical release before making it available online, a rule that has historically created tension between Netflix and local exhibitors. These regulations were also behind Netflixs withdrawal from Cannes following the 2017 festival, when mandatory theatrical releases effectively barred the companys films from competing.
Interestingly, France may be the only market where Netflix could potentially release Narnia in IMAX theaters, thanks to its unique regulatory framework.
The Threat to Frances Theatrical Windowing System
The French theatrical windowing system, considered a cornerstone of the countrys film economy, now faces potential disruption. Netflix has already appealed to Frances Council of State to shorten the theatrical-to-streaming window. With Warner Bros. now under Netflixs control, the stakes for the French exhibition sector have risen significantly.
Richard Patry, president of Frances National Exhibitors Association (FNCF), emphasized that the organization will fight back to protect traditional cinema. He warned that even though Netflixs leadership, including Ted Sarandos, assures that the company supports theatrical releases, the potential impact on Frances cinema ecosystem remains concerning.
Marc-Olivier Sebbag, the FNCFs general delegate, highlighted that the current competitive environment makes the situation riskier than previous mergers, noting Netflixs dominance in streaming and Warner Bros. Discoverys status as a major consolidated studio.
Historical and Cultural Significance of Warner Bros. in France
Patry noted that Warner Bros. has historically maintained a European sensibility, supporting auteur-driven films alongside mainstream hits. Under former Warner Bros. France head Iris Knobloch, the studio backed Michel Hazanaviciuss silent film The Artist, which premiered at Cannes and won five Oscars in 2012.
Warner Bros. extensive film library is also a valuable resource for heritage screenings and educational initiatives, a tradition that French cinemas hope Netflix will continue.
Mixed Reactions Within the Industry
While many exhibitors express apprehension, some industry figures see potential benefits. Laure de Boissard, managing director of Path Cinma, expressed cautious optimism, noting that Netflixs large-scale acquisition signals continued recognition of theatrical cinemas importance. She compared the situation to Disneys streaming-first strategy, which eventually returned focus to theaters for economic reasons.
De Boissard suggested that Netflix might use its broader portfolio to bring certain films to theaters that would otherwise go directly to streaming, benefiting both exhibitors and audiences.
Industry Leaders Speak Out
On the same day the deal was announced, James Cameron presented the European premiere of Avatar: Fire and Ash in Paris, praising Frances cinema culture and the countrys commitment to the arts. His remarks underscored the ongoing tension between streaming giants and local film traditions, providing additional support to French exhibitors advocating for strong theatrical protections.
