A lengthy five-hour session in Moscow between Russian President Vladimir Putin, U.S. Special Envoy Steve Witkoff, and Jared Kushner, senior advisor and son-in-law of former President Donald Trump, concluded without any significant progress toward resolving the conflict in Ukraine.
Witkoff and Kushner had arrived in the Russian capital on Tuesday for discussions with Kremlin officials, following a prior meeting on Sunday with Ukrainian representatives regarding a revised peace framework.
Putins foreign policy aide, Yuri Ushakov, who participated alongside Kirill Dmitriev, CEO of the Russian Direct Investment Fund, described the talks as "highly productive, constructive, and detailed," according to a Kremlin briefing.
"We specifically addressed territorial issues, which remain central to resolving the crisis," Ushakov said. "We also touched on broader prospects for future economic cooperation between our countries."
During the meeting, the Russian side received four documents from the U.S. delegation, including a 27-point proposal. Ushakov declined to reveal specifics of the submissions. Earlier versions of the plan had faced criticism from European leaders for being overly favorable to Moscow.
Territorial concerns dominated discussions, but no agreement has been reached. Ushakov noted that some American suggestions were acceptable in principle but required further refinement, with certain wording remaining unacceptable to Russia. "The work will continue," he added.
A major point of contention remains Russias demand for Ukraine to cede full control over the Donbas region, including areas not currently held by Russian forces.
Meanwhile, reports indicate ongoing military activity. The Institute for the Study of War stated that Russian forces have made advances in Sumy Oblast and near Kostiantynivka, Pokrovsk, and Huliaipole. Ukraines Joint Forces Task Force reported that while Russian troops occupy some northern sections of Kupiansk, the city remains largely under Ukrainian control.
Ukrainian President Volodymyr Zelenskyy announced that Rustem Umerov, Secretary of the National Security and Defense Council, is preparing to meet European national security advisors in Brussels to brief them on the Moscow talks. Following Brussels, Umerov and Andrii Hnatov will coordinate with Trump administration envoys in the United States.
"Ukraine remains committed to constructive efforts for a genuine peace," Zelenskyy said. "We expect a new update after the meetings in Europe."
